Principal Associate, International Health
Richard Fisher is the chief of party for the Zika AIRS Project (ZAP)
in Honduras, which is implementing, monitoring, and evaluating mosquito-control activities to prevent Zika virus transmission. Fisher has more than 37 years of experience in public and private sector program management in Latin America – including Guatemala, Nicaragua, Bolivia, Honduras, and Mexico.
Prior to joining Abt, Fisher was chief of party for the Community Action for Reading & Security Project, a four-year USAID-funded effort focused on improving early grade reading and citizen security on the eastern Caribbean Coast of Nicaragua. CARS partnered with six local NGOs.
Before that, Fisher was a counter-narcotics program manager of Grants and Contracts for the U.S. State Department in Mexico. In this role, he set up a Grants and Contracts Administration Unit to oversee and track all U.S. government Bureau of International Narcotics and Law Enforcement Affairs (INL) Narcotics Affairs Section (NAS) contracts for drug interdiction, demand reduction, and police training and modernization programs. He managed and administered more than $100 million of contracts and grants for training, professional services, and equipment acquisition.
Fisher also worked in coca eradication and drug interdiction for the State Department in Bolivia, where he collaborated with the Bolivian counter-narcotics police, various ministries, NGOs, the U.S. Drug Enforcement Administration, and USAID Alternative Development programs. Prior to that, he worked almost nine years for USAID/Bolivia as regional director, contracting officer’s representative, and program and project manager of the Alternative Development Program.
The first half of Fisher’s professional career was spent as an integrated pest management (IPM) entomologist, where he worked in Mexico, Honduras, Guatemala, and Bolivia for Dole Fresh Fruit, El Zamorano University, Winrock International, Texas A&M University, and as an independent consultant.
Fisher holds a Bachelor’s in Comparative Religions from Middlebury College and a Masters in Entomology from Texas A&M University.
