Carlos J. Cuéllar, M.D., is chief of party of Maternal & Child Centers of Excellence in the Dominican Republic. He has provided technical assistance to improve health care institutions and programs in Latin America, the Caribbean, Africa, and the Middle East since 1985. His areas of expertise include health care service delivery, primary/reproductive health care network management, franchising and marketing of health services, NGO sustainability, public-private partnerships, and health financing.

Prior to the HSS project, Cuéllar was the chief of party of the Primary Health Care Initiatives (PHCI) Project. Before moving to Jordan, Cuéllar was technical director of the Commercial Market Strategies (CMS) Project, and he served as a director of Population Services International, a member of the CMS consortium. Earlier, he co-founded and directed PROSALUD, now Bolivia's largest NGO, a franchised network of 32 clinics and two hospitals that provides affordable high-quality health care. He has also worked for the Bolivian Ministry of Health, first as an epidemiologist in the National Tropical Diseases Center, then as a district medical officer in a rural area, and finally as the regional health officer of Santa Cruz province.

Cuéllar holds an M.D. from the Catholic University of Cordoba, Argentina, and an M.P.H. from the Institute of Tropical Medicine in Antwerp, Belgium.
