Gail Robinson, Ph.D., directs the Community and Behavioral Health practice and has worked in health and behavioral health issues, both at the national and state levels, since 1979.

Her major areas of interest are health-services delivery and financing. Robinson has technical expertise in services evaluation and research, particularly related to mental health services provided by school-linked or school-based health centers; service-system capacity for public and private providers; revenue sources; federal and state regulations; and consumer preferences. She is experienced in designing and implementing large demonstration and evaluation projects.

Robinson has served as director of numerous Abt Associates projects, including program support for the National Child Traumatic Stress Initiative. She has also been project-quality advisor for such contracts as Characteristics and Funding of School Mental Health Services: A National Survey, the Mental Health HIV Services Collaborative, and the Partners for Recovery Initiative.

Prior to joining Abt Associates, Robinson was a vice president at the Lewin Group, where she focused on states' and localities' efforts to design, implement, and evaluate managed behavioral healthcare systems. She also served as the director of research and policy analysis of the Policy Resource Center, an organization funded by the John D. and Catherine T. MacArthur Foundation.

Robinson holds a B.A. in Government and Political Science from American University and a Ph.D. from Brandeis University, where her field was Social Policy.
