Kathleen Heintz
Kathleen G. Heintz leads the Social and Economic Policy Division, which includes a diverse portfolio of work in housing, education, income security, workforce development, and other social program areas. She is a member of Abt’s Management Advisory Group.
Her experience in the housing field — providing research, evaluation, and program support for affordable housing and community development programs — dates from 1978. She has directed major research studies on a wide variety of public and private housing initiatives. She has also led technical assistance teams support the implementation of affordable housing initiatives.
Since joining Abt Associates in 1991, Heintz has served as project director, principal investigator, and technical reviewer for numerous housing related projects. She became Managing Vice President overseeing Abt's housing research and technical assistance work in 2002, and became Division Vice President for the Social and Economic Policy Division in 2005.
Prior to joining Abt Associates, Heintz was a Project Manager at ICF Incorporated and, before that, a Research Associate at the Urban Institute. Heintz holds a B.A. in History from Wellesley College and an M.A. in Law and Diplomacy from Tufts University's Fletcher School of Law and Diplomacy.
