Mary Joel Holin
Mary Joel Holin leads the Social and Economic Policy Division, which includes a diverse portfolio of work in housing, education, income security, workforce development and other social program areas.
Since joining Abt Associates in 1993, she has served as director of numerous initiatives for the U.S. Department of Housing and Urban Development (HUD). They include the development of the first Annual Homeless Assessment Report, the evaluation of the HOPE VI Program, and management of a multi-year, large-scale technical assistance program focused on improving the operation of community development and homeless assistance programs around the country.
Earlier in her career, Ms. Holin served as a research director for the National Association of Housing and Redevelopment Officials, a housing and urban development specialist for the U.S. Agency for International Development in East and Southern Africa, a planning consultant for the LandPlan Group (an American architecture firm based in Nairobi, Kenya) and a senior analyst/project manager for Urban Systems Research and Engineering. She also has worked for the Institute for Social Research at the University of Michigan and for HUD's Office of Policy Development and Research.
Ms. Holin holds a B.A. in International Relations from the University of Delaware and a Master of Urban and Regional Planning degree from the George Washington University.
