Mary Joel Holin

Vice President, Social & Economic Policy

Mary Joel Holin leads the company's Housing practice. She has specialized in providing evaluation and technical assistance for housing and community-development programs since 1978. An urban planner by training, she has a broad knowledge of federal housing initiatives.

Since joining Abt Associates in 1993, she has served as director of numerous large-scale initiatives for the U.S. Department of Housing and Urban Development (HUD). They included the Annual Homeless Assessment Report, Technical Assistance to Coordinate Services to Homeless Veterans, and Strategies that Enhance Community Relations in Tenant-Based Section 8 Programs.

Earlier in her career, Holin served as a research director of the National Association of Housing and Redevelopment Officials, housing and urban development specialist for the U.S. Agency for International Development in East and Southern Africa, planning consultant for the LandPlan Group (an American architecture firm based in Nairobi, Kenya), and senior analyst/project manager for Urban Systems Research and Engineering. She also has worked for the Institute for Social Research of the University of Michigan and for HUD's Office of Policy Development and Research.

Holin holds a B.A. in International Relations from the University of Delaware and a Master of Urban and Regional Planning degree from George Washington University.
