Jill Khadduri, Ph.D.
Jill Khadduri, Ph.D. came to Abt Associates in 2000 from the U.S. Department of Housing and Urban Development, where she was a career senior executive deeply involved in housing research and policies.
She conducts research on housing costs and subsidy strategies, housing vouchers, welfare reform and housing, housing needs and planning, homelessness and homeless-assistance programs, performance measurement, the Low Income Housing Tax Credit, and mixed-income housing. In addition, as market leader for housing-program evaluation, she leads the company's marketing efforts for housing research sponsored by federal agencies and foundations.
Khadduri's clients, in addition to HUD, include the Department of Health and Human Services, Ford Foundation, Rockefeller Foundation, Fannie Mae Foundation, and Neighborhood Reinvestment Corporation.
While at HUD, Khadduri directed the Division of Policy Development in the agency's Office of Policy Development and Research. Her job was to integrate the results of HUD's internal and external research, analysis, and program evaluations into the HUD policy.
Khadduri holds a B.A. in Government from Smith College and has a Ph.D. from the Johns Hopkins University School of Advanced International Studies.
