Abt Associates: Bold thinkers driving real-world impact
BETHESDA, MD — Abt Associates has named Dr. Carlos Avila, an expert in international health financing and HIV/AIDS, as a senior health economist in Abt’s International Health Division. Avila has held key positions within the Joint United Nations Program on HIV/AIDS (UNAIDS) and the Ministry of Health of Mexico.
“We are thrilled to have Dr. Avila join our team and bring his expertise in international health financing,” said Nancy Pielemeier, division vice president of International Health Policy and Systems.
His responsibilities will include overseeing health financing activities at Abt, providing strategic technical assistance, design and implementation of health insurance programs, and other strategies to expand financial access to health care and facilitate policy dialogue and consensus building with key stakeholders.
Before joining Abt, Dr. Avila led the UNAIDS Financing and Economics Division, and later directed its Strategic Intelligence Unit, where he created alliances and networks of practitioners within and across countries to conduct economic analyses related to AIDS investments.
Prior to UNAIDS, he worked in Mexico’s Ministry of Health, where he was part of a team that designed and launched Seguro Popular, the country’s insurance program for low-income populations. This work helped to enroll five million families across 10 Mexican states in the program within a two-year period. As Director of Planning and Development, he launched and oversaw a sector-wide strategy to strengthen the national health system. Previously, he worked for the Health Care Financing Program at Harvard University as senior consultant for the Health Sector Reform in Colombia. Dr Avila has provided technical assistance in more than 50 countries in Africa, Asia, Eastern Europe, and Latin America.

Dr. Avila is a medical doctor and infectious disease specialist with more than 15 years of clinical practice. He is the author of numerous publications in peer-reviewed journals on topics ranging from clinical medicine, cost-effectiveness analysis, HIV/AIDS financing and program effectiveness.
He holds a Ph.D in International Health from Harvard University, as well as a Master’s of Science from Harvard. Dr Avila was a Takemi Fellow in International Health at the Harvard School of Public Health and earned his M.D. degree at the National University of Mexico.
