BETHESDA, MD — Abt Associates, a leading global health and social policy research and program implementation firm, today announced that Carol Bloomberg and Dr. Katherine Flaherty have joined its growing domestic health division.

Carol Bloomberg, an expert in health care communications and marketing, recently joined Abt Associates to lead newly won projects providing marketing and communications support to the Office of Communications of the Substance Abuse and Mental Health Services Administration (SAMHSA). The work involves SAMHSA’s introduction of its eight strategic initiatives for reducing the impact of substance use and mental illness on America’s communities.
Bloomberg brings to Abt Associates more than 25 years of experience designing, managing, and evaluating multimillion-dollar health care communications and marketing programs in complex organizations. Prior to this position, Bloomberg presided over her own marketing, communications, and management firm for 10 years. Previous positions included director of marketing for Johns Hopkins Medicine and chief marketing and public relations officer for Georgetown University Medical Center. Bloomberg has a B.A. from Ohio State University and an M.B.A. from the Harvard Business School.
Dr. Katherine Flaherty, an authority on a broad range of health policy issues, is focusing her expertise on projects related to maternal and child health and Medicaid as a new Abt associate. She is currently directing a project on birth defects surveillance for the Massachusetts Department of Public Health and a health equity project for the Boston Public Health Commission. In addition, she leads the evaluation for the Minority-Serving Institution HIV Prevention Sustainability Demonstration Initiative for the Department of Health and Human Services’ Office of HIV-AIDS Policy. She is also Senior Advisor for the evaluation of the Complex Patients Learning Network and Technical Assistance Center Project for the Agency for Healthcare Research and Quality (AHRQ).
Dr. Flaherty has more than 25 years of experience in developing and implementing programs and system change, research, evaluation, policy analysis and consulting on across the lifespan. Prior to joining Abt Associates, Dr. Flaherty was a consultant in health care planning, project management, research and evaluation, patient safety and quality and disparities. She also worked for Partners Healthcare System in Boston. Dr. Flaherty holds a B.A. from Wellesley College, an M.A. from Boston University, and a Sc.D. from Harvard School of Public Health.
