In the aftermath of Hurricanes Katrina and Rita in 2005, Congress appropriated $19.7 billion in supplemental Community Development Block Grant (CDBG) funds to support housing recovery, rehabilitation, and reconstruction efforts. Five years later, HUD commissioned Abt to evaluate the extent of housing recovery and the impact of CDBG funds on rebuilding in Louisiana, Mississippi and Texas.
After documenting the condition of about 3,500 homes on 230 blocks with significant storm damage and surveying 700 owners of damaged properties, the Abt team found:
