Low-emission development strategies (LEDS) harness the economic growth and sustainable development priorities of a country, state, or region while reducing greenhouse gas emissions over the long term.
Abt Associates assists national and local governments to transition to low-emission development pathways. We are helping clients in Africa, Asia-Pacific, Europe, and Latin America/Caribbean, and North America identify LEDS priorities and implement LEDS programs. We work side-by-side with stakeholders to design and implement LEDS that lay out forward looking emissions reduction goals and priorities to support sustainable green growth.
Our interdisciplinary team of experts enables us to use an integrated approach to LEDS by focusing on mitigation opportunities in key sectors, including agriculture, forestry, transportation, energy, waste, water management, and land use planning. We work with policy makers, investors, and civil society to identify, analyze, and implement low-emission development actions that help achieve the goals put forth in LEDS. These typically include investments and/or policy changes in renewable energy, energy efficiency, land use change, agriculture, and forestry conservation.
Our global and regional projects for USAID, the Inter-American Development Bank, Asian Development Bank, and other donors – such as USAID Analysis and Investment in Low-Emission Growth (AILEG
) and Climate Economic Analysis for Development, Investment and Resilience Projects (CEADIR)
– use country-led approaches to support actionable and transformative low-emission planning to mobilize and scale-up LEDS investments in countries around the world. Our approach encourages LEDS to be: supported by robust analytical data; developed with the best analytical practices; in line with existing local processes, plans, and policies; and resilient to changes in climate.
Our assistance includes:
Improving greenhouse gas emission inventory data collection and reporting at the local, national, and regional levels;
Preparing macro- and micro-economic assessments of alternative low-emission actions and technologies in clean energy and sustainable land use;
Valuing and measuring the development, economic, emissions, social, and environmental co-benefits of LEDS;
Identifying and developing public and private sector financial instruments and investment plans for LEDS implementation;
Assessing the market readiness of renewable energy and energy efficiency opportunities and removing governance and institutional barriers to improve the investment climate;
Establishing credible monitoring, reporting, and verification procedures; and
Building public, local, and private sector capacities for low-emission strategy planning and implementation.
