Abt Associates: Bold thinkers driving real-world impact
PSP-Ethiopia works with private sector organizations and the Ministry of Health (MOH) to increase public awareness and access to HIV/AIDS and tuberculosis prevention, care, and support services. With funding from USAID and the U.S. President's Emergency Plan for AIDS Relief (PEPFAR), the project aims to expand access to affordable health care packages delivered by the private sector to moderate-and low-income individuals and workplaces.
PSP-Ethiopia's workplace program has engaged managers and employees in companies in multiple regions of Ethiopia to improve access to HIV and TB services for employees, dependents, and surrounding communities. The project identifies local partners to build on the skills training and tools developed for creating peer educators in the workplace to address HIV, TB, and other topics in a sustainable way. Working closely with private sector partners, the project builds ownership of workplace programs and helps roll out a range of peer education and clinical services in existing and new sites. In collaboration with the MOH, the team is helping expand access to HIV/TB services by bringing private providers into the delivery of counseling and testing and TB services. By contracting out to private and non-government providers, the project will extend mobile counseling and testing to reach the most at-risk populations. Other potential areas of assistance include development of a social franchise for providers of HIV/AIDS and TB care and treatment in combination with other services and increasing access to and utilization of point-of-use water disinfectant by key target groups.
PSP-Ethiopia has supported workplace programs in 65 of the largest organizations in Ethiopia and provided training to improve the clinical skills of 220 clinicians in the areas of TB and HIV prevention and clinical management. The training enabled workplace clinics to improve access to quality counseling and testing, HIV/AIDS, and TB services at on-site clinics or through referrals. The project trained more than 800 peer educators and communicated with 25,600 employees and families on abstinence, being faithful, and other prevention messages, resulting in reduced stigma and promoting participation in testing programs and compliance with subsequent treatment. As part of the public-private partnership, the project supported the participation of 30 private clinics in Addis Ababa during the Millennium AIDS campaign, reaching 20,000 people with counseling and testing services. PSP-Ethiopia worked closely with the MOH to implement a Public-Private Mix for TB Care pilot program, training clinicians from 20 private health facilities to provide TB care — the first time private health providers were engaged directly in the National TB Program.
