Abt Associates: Bold thinkers driving real-world impact
Abt Associates conducted a two-year study for the U.S. Department of Agriculture’s Food and Nutrition Service (FNS) to inform FNS about the circumstances under which households that are eligible for the Supplemental Nutrition Assistance Program (SNAP) actually choose to apply for and participate in the program. To capture the information, Abt conducted a literature review that produced insights into factors overlooked by conventional models of SNAP participation. Based on this review, Abt developed several statistical models using extant data on household characteristics (including the Survey of Income and Program Participation), economic conditions, and state policies. The research provided FNS with an accurate picture of the factors that predict SNAP participation and thus provides a basis for less biased comparisons between SNAP participants and non-participants in future analyses of program outcomes. As a part of this project, Abt Associates also helped to advance a broader research agenda for FNS by developing a set of potential research projects to inform FNS about the food security and diet quality impacts of its programs.
