Abt Associates: Bold thinkers driving real-world impact
This major study by Abt Associates of rent policies in the U.S. Department of Housing and Urban Development’s (HUD) assisted housing programs included a first-time-ever survey of families on the waiting lists for public housing and Housing Choice Vouchers, as well as families who recently joined those programs. The study sought to determine how well these families understood current policies for determining rents and subsidies under current program rules and the extent to which they would be willing to see the rules of housing assistance change.
The study also asked families about their housing conditions before they began to receive assistance and modeled the potential effect of different subsidy structures on family budgets. Finally, the study also surveyed public housing agencies (PHAs) about their rent-setting policies and related administrative practices.
