The Linking Actions for Unmet Needs in Children’s Health (LAUNCH) initiative is funded by the Substance Abuse and Mental Health Services Administration (SAMHSA). LAUNCH is designed to promote healthy development and wellness in children from birth to age eight by integrating maternal and child mental and behavioral health into a wide range of community services, and simultaneously assessing children’s mental and behavioral health outcomes.
Abt Associates is conducting an evaluation to document the effects of increased coordination within the state and local social service system, including tribal systems, and identify best practices for future efforts. The multi-method, participatory evaluation approach includes close collaboration with stakeholder groups and building upon grantees’ individual evaluations.
Abt developed the overall evaluation plan and data collection instruments, and is providing technical assistance to grantees, helping them to develop and conduct required individual outcome evaluations for incorporation into the cross-site study. Primary data are being collected through site visits, telephone interviews, and a web-based data reporting system, which grantees use to submit information twice annually on service delivery, service and provider outcomes, and system changes. The study also funds and supports evaluation-focused technical assistance to six grantees to conduct population-level, QED studies of child outcomes.
