Abt Associates: Bold thinkers driving real-world impact
Abt is recruiting and enrolling study participants for a major experimental test of different modes of pre-purchase homeownership counseling. In partnership with national mortgage lenders and national and local providers of homeownership education and counseling, the study seeks to enroll 6,000 potential first-time homebuyers with modest incomes in 28 metropolitan areas. The study will follow the enrolled households for five years, measuring the impact of remote and in-person homeownership counseling services on housing stability and other outcomes.
This is latest in a series of studies of housing counseling conducted by Abt Associates for the U.S. Department of Housing and Urban Development (HUD), beginning with a report issued in 2008 on the state of the housing counseling industry. Other studies tracked the experience over an 18-month period of clients who received foreclosure mitigation or pre-purchase counseling from HUD-approved counseling agencies. Abt also has participated in a study of the effectiveness of homeownership counseling with the Federal Reserve Bank of Philadelphia. Abt researcher Donna Demarco is the project director for this study.
