The evaluation is randomly assigning youth who are eligible for the TLP program to enter the program or be referred to other services in the community. Study participants respond to web-based surveys three months later and again after 12 months, when most youth in the treatment group are expected to have left the TLP. The key outcome measures include housing stability and homelessness, employment, educational attainment, development of positive attitudes and relationships, and engagement in risky behaviors. The evaluation built on earlier Abt work for the Family and Youth Services Bureau to understand how TLP programs function and deliver services to homeless youth.
