For over four decades Abt has shaped housing and community revitalization practices and policy.

We use our research and technical assistance expertise to promote healthy, sustainable communities and enhance the quality of life for families and individuals. Our staff work with cities, foundations, non-profits, states, and the federal government to conduct rigorous evaluations and support the successful implementation of housing and community revitalization initiatives.

Asset Building & Homeownership

Abt offers unparalleled experience in evaluating policies and interventions to promote economic self-sufficiency and asset building among low-income households.

We work on policy interventions related to financial education, housing counseling, foreclosure mitigation, affordable home ownership, individual development accounts, and other vehicles to promote savings.

We also assess efforts to increase access to financial services among low- and moderate-income individuals.

While the majority of our work is research and evaluation, we provide technical assistance to nonprofits and local housing agencies to support their efforts to develop self-sufficiency programs and provide financial literacy education.

Community Development & Neighborhood Renewal

Abt offers in-depth experience evaluating, advising, and implementing community development and neighborhood revitalization programs and initiatives.

Abt researchers have conducted process, outcome, and impact evaluations of programs and initiatives. This work has focused on community planning, neighborhood stabilization, economic development, workforce development, sustainable communities, and community capacity-building.

Abt technical assistance providers have a proven track record of providing practical, measurable, and effective solutions to community-based problems and challenges. At the same time, we strengthen local capacity to address those challenges.

Community Service

Abt has been researching and evaluating community service initiatives since the early 1990s. Working with the Corporation for National and Community Service and other organizations, Abt has assisted in the development of community service programs, evaluated the implementation of these programs, and conducted rigorous evaluations of their impacts. Abt’s deep understanding of community service places us at the forefront of organizations conducting research on this topic.

Abt has been a consistent contributor to the field of housing policy, conducting rigorous studies, qualitative investigations, and providing hands on technical assistance. Our cadre of researchers and technical assistance providers has worked on the nation’s most prominent housing programs and has experience with particular subpopulations and specialized housing policies.

Preventing & Ending Homelessness

Abt is a national leader in analyzing and implementing solutions for homeless programs and systems.

With experience at local, state, and federal levels, we understand both the national and regional challenges to effective programs for special needs populations, including homeless families, chronically homeless individuals, homeless veterans, and homeless youth.

Most importantly, we offer a continuum of services to bridge the gap between research and implementation. To this end, we conduct rigorous analyses of homeless issues, support federal agencies in developing homeless policy, and deliver technical assistance to communities and local homeless assistance providers.
