Communities are increasingly considering approaches to minimize unnecessary engagement of first responders in noncriminal or medical matters and, if engaged, to improve the nature of the response. But what kinds of programs exist, and what is the evidence for their effectiveness? We present a framework for understanding the range of programs that first responder agencies in the U.S. have implemented to improve response to behavioral health- and/or homelessness-related crises.
