In 2014, the Office of the Inspector General reported that one in three skilled nursing facility residents experienced an adverse event within 35 days of admission causing lasting or temporary harm. As a result, state departments of public health (DPH) were encouraged to invest in improving nursing home quality and safety.
Using Civil Monetary Penalty (CMP) funds, the Massachusetts DPH initiated the three-year Supportive Planning and Operations Tem (SPOT) initiative providing 60 nursing home teams with technical support and training to develop or enhance effective quality assurance and performance improvement (QAPI) programs.
The SPOT technical support and training included:
- On-site assessment of QAPI plan
- Technical support site visits to enhance QAPI plans including working with nursing home teams to develop and implement a performance improvement program (PIP)
- Webinar and in-person learning sessions
- Ongoing telephone and email support
Abt evaluated the effectiveness of the SPOT initiative’s impact on quality and safety in the participating MA nursing homes and looked for opportunities for improvement.
