USAID’s Abt-led Uganda Voucher Plus Activity is implementing a mechanism for results-based financing (RBF) of safe motherhood services. The project involves three key interventions: community-based demand generation, technical support to improve the quality of private sector services, and strengthening local capacity to implement strategic health financing mechanisms.

The highly subsidized voucher package offers four antenatal care visits, services to eliminate mother-to-child transmission of HIV, delivery with a skilled attendant (including referral if needed), postnatal care, and postpartum family planning.

The end of September 2019 marked four years of active service delivery. The accomplishments to date include:

• 302,998 vouchers sold
• 176,744 births with skilled attendants
• 88,255 4th antenatal visit attendance
• 89,742 prenatal care users
• 26,641 family planning users

Lessons Learned

• Poor pregnant women want quality facility based care and are willing to pay a small amount for it.
• Private sector plays an important role in reaching UHC hence Public-private partnerships should be encouraged.
• Financing mechanisms stimulate both supply and demand, giving protection to the most vulnerable.
