Environmental Justice Implications of Revisions to U.S. EPA’s Dust-Lead Hazard Standards and Dust-Lead Clearance Levels

Abt’s Lauren Masatsugu and Matthew LaPenta presented an environmental justice (EJ) impact analysis of the U.S. Environmental Protection Agency’s rules on dust-lead effects. By calculating the effects of lead exposure before and after the rulings, we determined that those rules help intended population groups of concern by reducing lead exposure and related IQ loss, which in turn lead to greater earnings over a person’s lifetime. We also were able to determine the monetary value of those health benefits for non-Hispanic Black and Hispanic children, which ranged from a $102 million to $501 million.
