The purpose of this work was to explore, understand, and articulate the benefits, challenges, and implications of “harmonizing” (i.e., coordinating data collection, analysis, and dissemination) resource tracking and sustainability planning for a national HIV program. The importance of this work stems from the complementarity of resource tracking and sustainability planning which both address HIV policy questions.
