The MSM Testing Initiative (MTI) looks to:
  1. Identify 3,000 previously undiagnosed HIV-infected MSM (at least 50% minority MSM), by testing 60,000 MSM (estimated 5% prevalence).
  2. Link 2,550 (85%) into HIV medical care within 90 days of diagnosis.
  3. Report and document strategies or methods that resulted in diagnosis of highest number of unrecognized HIV infections and the highest proportion of men linked to care, and document the cost effectiveness associated with each strategy
