BOND Third-Year Snapshot of Earnings and Benefit Impacts for Stage 1

Abt Global, in partnership with 25 other organizations, is implementing and evaluating the Benefit Offset National Demonstration (BOND) under contract to the U.S. Social Security Administration. SSA awarded the contract for the implementation and evaluation of BOND to Abt Global in December 2009. The project will determine whether retaining benefits at higher levels of earnings will increase employment and income for recipients of Social Security Disability Insurance (SSDI).

BOND includes two stages. Stage 1 activities are designed to examine how a national benefit offset provision would affect the SSDI population as a whole. This report is the third in a series of Snapshot Reports documenting Stage 1 impacts on earnings and benefit outcomes during the third calendar year of implementation (2013). As in the previous 2011 and 2012 snapshot reports, the study estimates impacts by comparing earnings and benefit outcomes for all Stage 1 treatment subjects with those for all control subjects.
