The Health Profession Opportunity Grants (HPOG) Program funded training programs in high-demand healthcare professions, targeted to Temporary Assistance for Needy Families (TANF) recipients and other low-income individuals. In 2010, the Administration for Children and Families of the U.S. Department of Health and Human Services awarded 32 five-year HPOG grants to organizations in 23 states; five were tribal organizations.

Abt Global and the Urban Institute are evaluating the non-tribal grantees through a National Implementation Evaluation of the HPOG. The evaluation includes the 27 non-tribal HPOG grantees serving TANF recipients and other low-income individuals. This report presents findings of the evaluation’s Descriptive Implementation Study and Outcome Study.
