Haisheng Yang, Lesley Freiman, and Jeffrey Lubell, Abt Global

Report

November 4, 2021

For this report, Abt used quasi-experimental methods to analyze the impacts of the Family Self-Sufficiency (FSS) programs administered by Compass Working Capital in partnership with nonprofit housing provider Preservation of Affordable Housing (POAH). Participation in the program was associated with increases in participants’ annual earned income and decreases in spending on public assistance, though the sample size was small and some of the results are only marginally statistically significant.
