The purpose of this study, Housing Recovery on the Gulf Coast, Phase II, is to assess the state of housing recovery in the states hardest hit by Hurricanes Katrina and Rita—Louisiana, Mississippi, and Texas—and to examine the role of supplemental CDBG funds in supporting that recovery. The study’s main research questions are these: 1. What is the overall state of housing recovery in areas most affected by Hurricanes Katrina and Rita? 2. What factors have affected the extent of housing recovery?
