Through the private sector, the Abt-led USAID/Uganda Voucher Plus Activity (the Activity) expands access to quality obstetric, newborn and postpartum family planning services to very poor women in Northern and Eastern Uganda. The Activity contracts with private providers to provide financial protection to qualifying women through a subsidized package of health services. The Activity strengthens contracted providers’ capacity to deliver quality care and participate in sustainable health financing mechanisms. In doing so, the Activity generates evidence of best practices when implementing output-based health financing in Uganda. In August 2017, Abt’s Monitoring, Evaluation and Learning (MEL) Activity team conducted an after-action review of the Activity’s processes for mapping—and accrediting—private providers. This review identifies successes, challenges and recommendations for future efforts to contract private providers for health financing mechanisms in low-income settings.
