The rapid increase in the Supplemental Nutrition Assistance Program (SNAP,) formerly known as the Food Stamp Program has stimulated considerable debate over what has led to the growth and how to respond. A recent paper co-authored by Jacob Klerman, an Abt Associates Senior Fellow, estimates the causes of the increase in the caseload and its likely future path.
