The Milford (Connecticut) Housing Authority engaged Abt Global to create a plan for the development of 28 public housing units, as a part of its settlement of a lawsuit brought by the Department of Justice, NAACP, and various private plaintiffs. In preparing the plan, Abt Global reviewed all documents pertaining to the Housing Authority's Settlement Agreement; facilitated a series of start-up meetings with key stakeholders; analyzed current housing conditions based on interviews and market data; and evaluated various development approaches available to the Housing Authority. The plan was submitted to the Housing Authority and approved by HUD in May 1999.
