Communicating Messages of the ACA: Prevention and Early Intervention Materials Marketing/Development and Enrollment Initiative


Abt Global works with the Substance Abuse and Mental Health Services Administration (SAMHSA) Office of Communications to develop and disseminate relevant materials for the behavioral health field, including Affordable Care Act (ACA) resources. This effort helps ensure that target audiences – such as federal agencies, state and local policymakers, service providers and general public – learn of the ACA’s policies, activities, and services that affect individuals with mental and substance use conditions.

Abt conducted environmental scans and market research and produced publications, reports, high profile wellness campaigns, and toolkits.

One distinctive effort of Abt’s work is the SAMHSA Enrollment Coalition Initiative. Abt convened and managed five coalitions of national organizations to encourage new healthcare marketplace enrollment of uninsured people with behavioral health conditions. The coalitions represented mental health and substance use providers, criminal justice organizations, homeless and housing services, community-based prevention organizations and consumers, and family and peer-recovery organizations. The coalitions worked with Abt to produce online, on demand digital training toolkits which were then disseminated to coalition local chapters and affiliates.
