Connecting Ukraine and the World Trade Organization

The Challenge

Under contract to the United States Agency for International Development (USAID) Abt Associates provides technical assistance to the Government of Ukraine (GoU) in its efforts to accede to the WTO.  As Prime Contractor, Abt provides overall management and direction to all of the activities conducted under this task order, as well as technical expertise to support the GoU in developing the laws and implementing regulations required to meet WTO requirements and their successful adoption by the Ukrainian counterpart. 

The Approach

The staff supports and collaborates with the Parliamentary Committee on European Integration in examining draft laws to assure their compliance with WTO requirements and agreements as well as in developing a WTO Commitments Manual to educate various ministries on the agreed upon commitments and the required implementation steps.

The Results

The project increases public awareness to gain support of Ukrainian lawmakers and businesses, and helps develop Ukraine’s Foreign Investment Promotion Strategy. This project continues to assist in the implementation of technical requirements related to food safety measures, issuance of WTO-related public awareness campaigns, promotion of partial equilibrium modes to study the effects on exports and imports, and the creation and design of an investment promotion agency. The project helps the Ukrainian Institute of Eco-Hygiene and Toxicology and the Ministry of Health conduct comparative reviews of existing Codex Standards.  Additionally, the project is helping the Ministry of Agriculture prepare its application submission to become a member of the International Plant Protection Convention . 

In the area of investment promotion, we helped develop a legal and regulatory framework and establish a comprehensive foreign investment strategy.  The project is helping Ukraine implement this framework to produce a favorable investment environment.
