Describing How Consumers Use Home and Community-based Services in Minnesota
Abt Associates is examining Minnesota residents’ critical access to home and community-based services (HCBS) at the local and community level. The review is for the Minnesota Department of Human Services.
The state particularly is interested in identifying patterns and preferences as they relate to subpopulations – including older adults, adults and children with disabilities, and individuals with multiple physical and behavioral health conditions. Abt is analyzing state Medicaid data to determine:
- The relationship between the number of people receiving publicly-funded HCBS with potential total demand for these services;
- The size and nature of the population potentially eligible for HCBS waiver programs who do not receive these services;
- Regional and community-level service utilization trends; and
- Critical access correlates such as provider mix and geographic and political configuration.
