As part of its efforts to improve the lives of marginalized individuals, the Open Society Foundations funded the Points of Entry project to prepare low-skilled adults and adults in re-entry for career success. Abt Global was commissioned to evaluate this demonstration project, which was implemented by Kratos Learning Solutions in 10 sites in four states. Points of Entry was designed to test innovative career pathways strategies for assisting marginalized adults to develop basic skills and job readiness and to prepare for further education and/or employment. Abt conducted a pre-post evaluation to assess the sites’ approaches to implementing integrated career pathways services and to examine clients’ basic skills development, work readiness, and education and employment outcomes. Pre-post data on learners’ background characteristics, basic skills gains, self-efficacy, and perceptions of the project’s services were collected from 325 participants. In-depth interviews were conducted with sites’ instructors and administrators. The project’s career pathways approaches implemented in the 10 sites and the outcomes achieved by clients provide useful lessons for designing comprehensive services for low-skilled adults.
