Local Effectiveness Assessment Project (LEAP): A Case Study of a Local Jurisdiction Proving HIV Services to MSM

Abt Global, under subcontract to Atlas Research, LLC, is helping the Centers for Disease Control and Prevention implement an innovative research approach to better understand the best practices and barriers to effective HIV care and prevention for men who have sex with men (MSM). The effort involves conducting a comprehensive case study of local efforts across policy, community, social network, and individual levels.

As part of this study, Abt is supporting the development of qualitative and quantitative data collection tools, conducting key informant interviews and direct observations, preparing analytic codebooks and data sets, and qualitatively analyzing data to prepare the final report. This case study will serve as a unique model to explore a local HIV epidemic that can be replicated in other jurisdictions, provide key information on current prevention intervention strategies, inform emerging priorities, and establish new benchmarks for care and prevention goals.
