MA DSRIP TA: Massachusetts Delivery System Reform Incentive Payment Technical Assistance Program

The Challenge

Under a federal waiver program (DSRIP), Massachusetts has the opportunity to restructure MassHealth to improve health outcomes and experience for its members. The challenge is to build the capacity of the state’s newly formed Medicaid ACOs and related behavioral health and long term services and supports entities to achieve these goals. Abt supports MassHealth’s efforts to create a program where these organizations can engage a wide range of technical assistance (TA) experts to contribute to improved care delivery statewide.

The Approach

Abt provides subject matter expertise and operational and management services to support the MA DSRIP TA Program. The team identified domains in which to focus TA. The team procured expert vendor organizations through a competitive application process to provide TA services to program participants. Abt created an innovative website (the TA Marketplace) to enhance participant engagement and serve as a resource center and reporting portal. Abt supported an in-person program launch event featuring TA vendor flash presentations and networking.

The Results

In the first year of the project, Abt supported MassHealth’s vision to launch a TA program in which national experts work with healthcare and community organizations to increase their capacity in various domains. These TA projects will help achieve the state’s goal of improved health outcomes and lower cost of care for MassHealth members. The program’s TA Marketplace website is a platform that facilitates participant engagement with TA vendor organizations. It also serves as a resource and training hub and  hosts a streamlined reporting mechanism for participants to provide feedback about the progress of their TA engagements.
