Abt Global worked with the Kyrgyz Republic government and the Asian Development Bank to strengthen local government capacities to deliver priority social services.  The project strengthened administrative and human resources capacity to plan, budget, and deliver education and health services; increased local capacity to finance social services; and developed a social investment program for improving physical capacity.  Abt Global project staff conducted case studies and assessments of the efficiency and effectiveness of the Kyrgyz education and health systems, and also collaborated with local officials to develop protocols for cost reduction and efficiency improvements in education and health.
