Abt Global helped develop standards for South Africa's Public-Private Partnership Program. Responding to rapid institutional changes, the country's Department of Constitutional Development and Provincial Affairs instituted the program to improve urban services delivery to its previously under-serviced population. Supporting the Municipal Infrastructure Finance Program, this undertaking facilitated the creation of local public sector-private sector partnerships to finance and deliver water, sewerage, electricity, and other basic public services. Working with Department officials, Abt Global prepared guidelines for local and provincial governments. The Department published and distributed these documents to local authorities throughout South Africa.
