While acknowledging the short-term benefits of using hotel rooms as shelters, he calls out the limitations of this approach as a long-term solution, notably cost and the difficulty accessing services. More effective, Love suggests, is guaranteed income, which allows those experiencing homelessness to apply financial resources where they most need them.
