UNC INSTITUTE FOR THE ENVIRONMENT: The Abt-developed CO-Benefits Risk Assessment (COBRA) tool was mentioned in a new article about reducing greenhouse gas emissions in New York City. COBRA is one of two tools that have been combined to help model better climate and air quality scenarios for the city.
