Abt to Evaluate Housing and Homelessness Strategies in Los Angeles Through Two New Projects
Rockville, Md. – Abt Associates has won two contracts to continue its long-term support of Los Angeles’ homelessness and housing efforts.
Permanent Supportive Housing
First, the United Way of Greater Los Angeles and the Homeless Policy Research Institute at University of Southern California have contracted Abt to evaluate the community’s investments in innovations intended to scale and shorten the timeline of Permanent Supportive Housing (PSH) development. Abt recently completed a study for the California Community Foundation to evaluate and examine how the development process for PSH has changed—and is changing—in Los Angeles.
Housing for Youth
Through the Los Angeles Homeless Services Authority (LAHSA) Transitional Housing for Youth Evaluation, Abt will examine transitional housing programs and supportive services offered to homeless youth in Los Angeles County. The evaluation will explore the outcomes for—and experiences of—youth, and determine what lessons can be learned about effective strategies for serving them. This mixed methods evaluation will use both qualitative and quantitative data collection strategies, including:
- Conducting youth focus groups,
- Interviews with transitional housing services providers and community stakeholders, and
- Homeless Management Information System (HMIS) and administrative data collection.
“These contracts demonstrate Abt’s holistic capabilities for evaluating housing and homelessness strategies,” says Mary Joel Holin, vice president of Abt’s Social and Economic Policy division. “We’ll address personal and structural impacts, using qualitative and quantitative data, to help Los Angeles devise and implement solutions for some of its most vulnerable citizens.”
