Abt To Help Prevent Child Maltreatment and the Need for Foster Care Placements

Rockville, Md. – Abt Global was recently awarded two projects to proactively help families, communities and child welfare systems prevent child abuse, neglect and the need for foster care placements. Both projects are funded by the Administration for Children and Families (ACF) at the U.S. Department of Health and Human Services.

The Building Capacity To Evaluate Community Collaborations To Strengthen and Preserve Families project will support four communities that received grants from ACF to build a continuum of services designed to prevent child abuse and neglect. Abt will provide evaluation technical assistance to grantees and their evaluators and will document the ways each grantee designs and implements its unique community-level, child-safety approach.

The Title IV-E Prevention Services Clearinghouse, developed in accordance with the Family First Prevention Services Act of 2018, was established by ACF to systematically review research on programs and services intended to provide enhanced support to children and families and prevent foster care placements. As the lead for the Clearinghouse, Abt will rate programs and services as promising, supported or well-supported practices. These practices will include mental health, substance abuse prevention and treatment services; in-home, parent skill-based programs; and kinship navigator services.

“These projects draw on Abt’s combined expertise in systematic evidence reviews, evaluation technical assistance and child welfare to take an important step forward in preventing child maltreatment,” said Mary Joel Holin, division vice president, Social and Economic Policy.
