Diane Paulsell Joins Abt Associates to Help Lead Work Supporting Children, Youth, and Families
Rockville, Md. – Diane Paulsell has joined Abt Associates as a vice president and portfolio lead for its Social and Economic Policy division. Paulsell is an applied social scientist with more than 20 years of experience designing, conducting, and overseeing mixed-methods, policy-focused research, including national multi-site studies. Her areas of expertise range from early care and education to parenting and family engagement to youth development to family support, and includes nutrition.
In her new role, Paulsell leads research and evaluation teams in conducting multi-method studies spanning lifespans, from early childhood to family support programs and policies. She’s also implementing a policy research agenda to increase improved racial equity and equitable access to services for children and families. Additionally, she supervises and supports staff recruitment, ensuring the hiring process reflects commitment to diversity and inclusion.

Paulsell comes to Abt from Mathematica Policy Research, where she developed business strategies and advised decision makers (foundations, federal, state and local leaders and program managers) on the use of evidence to improve early childhood and family support programs and systems. She also co-created program logic models and theory of change frameworks with funders and stakeholders to inform performance measurement and research and evaluation planning.
Paulsell holds an MPA in Policy from New York University’s Robert F. Wagner School of Public Service and a B. A. in Philosophy from Earlham College.
