Eduardo Castellon Takes the Reins of Abt’s Housing and Asset Building Portfolio

After almost 20 years of helping public sector clients—from USAID to USPS to HUD—grow and refine their operations and impact, Eduardo Castellon is honing in on the latter agency: he’ll be expanding Abt’s support as the new vice president of Housing and Asset Building. Castellon brings his technological, consultative, and entrepreneurial skills to help Abt’s clients find new ways to address challenges from affordable housing to homelessness to guaranteed income.

Castellon comes to Abt from IBM, where he developed logistics and AI solutions for federal agencies using operational and advanced analytics, financial analysis, IT services, and project management. He’ll leverage these skills on behalf of Abt’s clients while growing our relationships at the federal, state, and local levels, as well as within the contracting ecosystem as he enhances Abt’s role as a convener and partner.

“Eduardo’s experience bringing forward innovative solutions and delivering large and complex programs in the federal space perfectly align with our Housing and Asset Building team’s growth,” explained Christen Smith, senior vice president, U.S. Domestic. “Further, his big tent approach to work is going to enable us to support more clients, engage new partners, and, most importantly, ensure our team’s support continues to evolve in alignment with industry advancements and client needs.”

“I’ve always included public service alongside my professional life,” said Castellon. “I’m looking forward to combining the two, helping Abt scale up its digital, equity, and technical assistance capabilities across our portfolio while we identify innovative solutions that improve the lives of individuals and communities around the world.”

Castellon received his Bachelors in Finance & Business Economics from the University of Notre Dame, and his Masters in Applied Economics from Johns Hopkins University. He maintains certifications as a Project Management Professional, Certified Professional in Agile Project and Delivery Management, and Agile Certified Practitioner.
