Carmen Vilanova is a medical doctor with more than 20 years of experience working in public and international health with government institutions and international organizations. Vilanova has supported policymaking, analysis, and budgeting; defined national health strategies and implemented programs at local, national, and regional levels. She has provided technical assistance analyzing resource mobilization and official development assistance for 33 Latin American and Caribbean countries.

As COP, Vilanova has supervised the implementation of indoor residual spraying (IRS) campaigns during the COVID-19 pandemic in two high-malaria burden districts and guaranteed data quality for decision making. At Africa University, she completed construction of Zimbabwe’s first insectary, and the procurement and delivery of the equipment for the insectary and molecular laboratory. During the 2021 IRS campaign, the National Malaria Control Program adopted some of VectorLink’s best practices such as hiring fully vaccinated spray operators and conducting pregnancy tests for female staff.

Before her current role, Vilanova served as COP for the Zika Africa IRS Project in El Salvador. During this time, the project used a new larvicide as a vector control measure for the aedes aegyti mosquito. Under Vilanova’s leadership, the project for the first time established three entomology labs in El Salvador for insecticide resistance and taxonomy areas that inform decision making. In addition, the team implemented the first entomology diploma course to train MOH personnel.

Vilanova has worked as a monitoring and evaluation (M&E) expert for Global Fund grants for El Salvador. She analyzed voluntary contributions from Organization for Economic Cooperation and Development countries, multilateral organizations, and public-private donors to the Pan American Health Organization (PAHO). She assisted in the development and implementation of the Health Plan for Central America and Dominican Republic as an instrument for planning, management, and best practices of international cooperation on health and social topics.
