Chief of Party, Efficiencies for Clinical HIV Outcomes (ECHO) project, Mozambique

Julio Pacca is a psychologist and innovative leader with more than 20 years of experience in sexual and reproductive health and rights. He focuses on HIV and AIDS; family planning; maternal health; adolescent and youth sexual and reproductive health; and health systems strengthening. Pacca has worked with donors such as the US Agency for International Development (USAID), the Centers for Disease Control and Prevention, the United Nations, the World Bank, bi-lateral Scandinavian donors, and the William and Flora Hewlett, Goldman, and Bill and Melinda Gates foundations.

Pacca is the Chief of Party of Efficiencies for Clinical HIV Outcomes (ECHO), a $209 million project to support the Government of Mozambique in controlling the HIV/AIDS epidemic. In provinces where USAID is the primary clinical support partner, ECHO is to establish a sustainable, government-led HIV response by 2023. Pacca is responsible for the overall planning, implementation, performance, monitoring, and management of the contract and leads its vision and strategic direction. Since the start of the project, ECHO has achieved its contractual targets and placed two of its supported provinces among the top three best-performing provinces in the country. This achievement was a first in their 15+ years under support from the U.S. President’s Emergency Plan for AIDS Relief, largely due to Pacca’s leadership in implementing new ways to deliver services in Mozambique.

His professional experience includes a variety of management positions worldwide, such as his leadership of a 150-person, $14M USD office that oversaw a range of projects focused on sexual and reproductive health and rights. His portfolio has included USAID’s $48M Strengthening Communities through Integrated Programming, the United Nations Population Fund’s $40M Geração Biz Program, the World Bank’s $5M Think Africa Partnership, Gates Foundation’s $150M work in India, and USAID’s $209M ECHO project.
