Chief of Party, PMI VectorLink Project, Ghana

Lena Kolyada is an international development professional with 20 years of field and headquarters experience designing and implementing public health programs. She has used adaptive management to oversee portfolios of donor-funded programs and complex activities, including technical, financial, and contractual compliance and performance. She has expertise in strategy development, research and evaluation, partner engagement, and building stakeholder relationships. Her program experience includes malaria, vector control, reproductive health, HIV/AIDS, and gender inclusion. She has worked in multiple countries in Africa, Central Asia, and Eastern Europe as well as the Dominican Republic and India.

As a chief of party of the VectorLink Project in Ghana, Kolyada leads a 35-member team that assists the government with implementation of indoor residual spraying (IRS) and bed net distribution. Annual key indicator results continuously exceed contract targets. Under her leadership, the team introduced new approaches to improve IRS and bed net distribution quality. Kolyada’s cost-savings initiatives enabled expansion of the geographical scope and impact of IRS. She also encouraged the growth of in-country entomological capabilities. An advocate for gender equality, she motivated a local partner to initiate female inclusion in its IRS campaigns.

Before the current job, Kolyada managed country programs under the Africa IRS (AIRS) and Zika projects. In addition, she led the design, content development, and introduction to the country teams of an IRS Country Capacity Assessment Framework. Under the Private Sector Partnerships-One project in India, she coordinated the design, implementation, and management of the family planning (FP) helpline, which has received more than 170,000 calls during its two years of operation. She also worked on creation of an integrated FP partnership program involving nine organizations. Kolyada conducted reproductive health market assessments in Russia and Azerbaijan and co-designed social marketing campaigns in Central Asia.
