Seniour Consultant - Monitoring and Evaluation

Anar Ulikpan is a public health researcher with more than 15 years’ experience in the health sector. Her work has ranged from monitoring and evaluation of health programmes, health needs assessments, and health policy and planning to public health research and teaching, clinical medicine, and international health and health systems. Since 2016 she has worked on various Australian domestic primary health and social service program evaluations. Her international health experience extends to working with organisations such as World Health Organisation, EPOS Health Management Consulting, Asian Development Bank, and the Japanese International Cooperation Agency (JICA). She also has taught at the University of Queensland, Australia.

Anar currently is a health program researcher and monitoring and evaluation specialist. She provides technical advice on interpretation and utilisation of data sources. She also supports process improvements such as developing specifications for key performance indicators for Primary Health Networks contracts and public health programs and projects. Her current role involves monitoring and evaluation of primary care and health prevention programmes. In addition to her role at Abt, Anar tutors for public health courses and supervises research students at the University of Queensland. Anar’s health services and public health work and previous academic and clinical roles have provided her an opportunity to understand both strategic and policy level issues and challenges as well as operational level challenges.

Before serving in her current role, Anar evaluated Community Re-entry Service Teams and the broader justice re-integration model of Queensland Correctional Services (QCS). The evaluation informed the key lessons and successes of the implementation of the re-entry services and provided technical advice on its contribution to reducing recidivism.

Under a contract with Australia’s Department of Health, she completed a rapid review using PRISMA guidance for systematic reviews to inform decision making about whether to include sickle cell disease in the national Newborn Blood Screening program.

Anar played a key role in the annual health needs assessment that Abt has conducted for the Central Queensland, Wide Bay, Sunshine Coast Primary Health Network over the last five years. She implemented annual surveys to measure performance against the established targets. She provided analysis and triangulation of quantitative and qualitative data. And she identified the gap between service need and current provision.
