Principal Associate, International Development

Jeffrey Barnes has more than 24 years of experience working in Africa, including more than eight years focused on technical aspects of private-sector participation and engagement in the health sector. His experience and skills include public-private partnerships (PPPs), private provider networks, social marketing, health systems strengthening, policy, management, institutional development and community-based health insurance.

In his capacity as chief of party for SHOPS Plus in Nepal, he is leading a small team to support a national social marketing organization, Contraceptive Retail Sales (CRS), build capacity to become a more effective and sustainable provider of health products and services. The project strategy is to work comprehensively to improve CRS’s marketing strategies through greater use of evidence, improve financial sustainability by improving cost efficiency and diversifying funding sources, and strengthen its organizational processes.

Prior to his position in Nepal, Barnes was a portfolio manager at Abt Associates, where he was a significant contributor to the USAID-funded flagship global private sector project Strengthening Health Outcomes through the Private Sector (SHOPS). He has led several SHOPS efforts, including private-sector assessments designed to lead to policy dialogue between the public and private health sectors in Kenya, Côte D’Ivoire and Nigeria. He also provided technical and managerial oversight for private-sector and health systems projects in Central Asia and Senegal. In Cote d’Ivoire, he has helped establish an innovative private-sector network for delivery of HIV and AIDS services. In Nigeria he oversaw a private-sector network for family planning services and policy dialogue with government around access to commodities and improvements in the policy environment. In Ethiopia, he supervised a private-sector health program of private facilities to provide HIV, tuberculosis, malaria, family planning and STI services.

Previously at Abt, Barnes was deputy director of the USAID Private Sector Partnerships-One (PSP-One) project, where he designed, negotiated and monitored activities in the area of private-sector participation in health networks, HIV and contraceptive social marketing, and quality improvement.

Barnes is the author of the Designing Public-Private Partnerships in Health Primer published under SHOPS. In addition, he designed and implemented training courses targeted to Ministry of Health officers in Addis Ababa on PPP for English-speaking countries and in Burkina Faso for francophone countries.

Before joining Abt, Barnes was country representative in Côte D’Ivoire, South Africa and Mali for PSI and Africare, providing technical support and oversight to a range of integrated health and social marketing activities that actively involved the private sector with local public-sector entities.
