Principal Associate, Social & Economic Policy

Justin D. Baer, an expert in conducting education research and in using data to inform policy, leads the Education practice. Before joining Abt in 2015, he served as director of the Regional Educational Laboratory (REL) Appalachia at CNA, managing a five-year, $24-million contract administered by the U.S. Department of Education’s Institute of Education Sciences. The project provides technical assistance, conducts rigorous research studies and disseminates information to improve education and inform educational policy in Kentucky, Tennessee, Virginia and West Virginia.
Prior to REL Appalachia at CNA, Baer served as a senior research analyst with the National Education Association, where he led and conducted research on issues such as teacher compensation and trends in the teaching profession. From 2002-2009, he was a senior research analyst at the American Institutes for Research.
